Anybody have any tenant organizing advice for areas which are mostly detached homes held by smaller landlords? I get the concept of tenant unions for large buildings with multiple tenants, but is there a more decentralized equivalent for lower density areas with a 1:1 or 2:1 ratio of tenants to lords?
