I believe this is part of DKG and not necessarily specific to FROST. Each participant needs to generate a polynomial of a specific degree and distribute the shares to other participants, to create the shared polynomial. So they kind of can bring their own key, since each participant is free to choose the secret for their polynomial (I.e the y-intercept), but that's probably not what you're asking
