I doubt it's a "this or that" situation. Even if you try to cut down on AirBnB or investor owned vacant homes via regulation, there's still just not going to be enough housing supply in the areas where people want to live.
Besides, trying to remove investors solely through regulation turns into a real whack-a-mole situation where you spend a year getting a regulation passed to stop them at one trick, they make 3 more. However, growing the housing supply reduces housing demand, and thus housing prices. Many investors will automatically flee the market because they're losing money.
