looked further into using the USB feature on the Blackfin processors from Analog Devices.
it's not looking very open. it's what you'd expect out of embedded development back when your typical user would be some engineer working at a corporation, and the employer would purchase expensive licenses for the various tools.
they expect you to purchase licenses to use a USB stack from another company.
in general, the experience of navigating the documentation for this device isn't great. the main source of information is a 900-page PDF file that documents the C compiler. there is very little information on the web about the platform outside of Analog's own documentation.
