I have heard rumor that a RAND report plan is to send White Europeans as immigrants to the USA to supply labor for corporations in the United States

If Europe is being flooded with immigrants to get White Europeans to want to escape to go to the USA to be a part of the USA Labor Markets

Why is the United States turning down White European immigrants but accepting non White immigrants?

Or was the plan just to get European immigrants of non white races that traveled to Europe 1st to the USA?
