I think some of this is difficult for people to navigate because at least where I'm from in the UK there's a lot of very negative ableist narratives around disability.

Where disabled people have been scapegoated to suggest issues with public services are down to faker scroungers who pretend to be disabled.

This manifests in wheelchair users for example being hounded for daring to not always use their wheelchair. And has resulted in campaigning to say yes ambulatory wheelchair users exist.
