Instead of geographic districts in each states here is a crazy idea. Let the representatives draw the districts. Draw a district where you think you can win with the correct population. The districts can overlap. But the area of the district must be at least 60% of the area of the smallest rectangle that can cover the region and genus 0.
Everyone gets to vote Yes/No on all candidates that cover them.
