I believe the biggest improvement in #UX might come from banning visual design tools like Figma.

Figma is not UX design. Mockups are not UX design.

Forcing designers to specify their intent in clear sketches and words, and work with engineers to make it real using actual components, would be such an enabling constraint and probably ten times more efficient.
