He saw the oaf Johnson do that and get rewarded with a big majority of MPs who had to pledge fealty to him before they were allowed to stand. Perhaps he hopes to repeat the trick. I can certainly see it appealing to the centralising control freakery that's a feature of the current incarnation of the Labour Party machine.
