When I first moved to Tucson, in 1983, there was only a chain link fence marking the border. On the hill above town there were three door-sized holes with well-worn paths, through which passed dozens of people daily, to visit family, go shopping, or to work. There was no immigration "crisis". Most people used those holes just to avoid the wait at customs. The "crisis" is manufactured, as a very effective political tool.
