Which civil rights act do you mean? 1866? 1875? Do you think the existence of laws determines the general state of goodness? How does that work? I've even heard people argue that the existence of laws stating that people are equal under the law means that people are equal under the law.

Laws don't impress me because irrespective of what they say they're tools in the hands of people powerful enough to wield them, and those people mean us no good.
