I thought about your dilemma of entertainment or learning for children. You and other parents could collectively curate a channel for them. I run a Jellyfin server at home with my curated selection of movies and shows that I share with friends and family. My friends and family can upload media to it. It streams to any device/TV just like any streaming app. You only need a high bandwidth connection and a tiny server. Ask me for help if interested.
