It seems like one of the major hurdles on this one was lack of contractor interest. I'm not sure how you incentivize that besides stripping a lot of regulations.
In defense of some kinds of bureaucracy though, these kind of processes have been very successful in making logging here much more difficult than the Amazon. So there is a place in this world for taking your time.
