I love seeing this. Where I used to live in Spain the town hall was also paying utility bills for the elderly. In particular elderly woman. Many of them do not receive a proper pension if their husband isn't around any more and seeing the town taking care of their elders, as it should, was one of the reasons I fell in love with that place.
