It's an easy question to answer: Taxation was primarily happening in the south, while expenditure was happening in the north. The north were using their larger population to "democratically" loot the south long before reconstruction.
I couldn't find it again but I found an amazing article about the reasons the south seceeded in their own words other than slavery. It was a pretty long list. One thing that stood out to me was the feds using public money to pay for signal lights for shipping companies.
Nowadays we'd think of this as very much something the government is supposed to do, but the constitution doesn't actually empower them to do it and ad the time it was seen as something the shipping companies should be paying for.
There was a lot of other issues too but I don't remember them all.
