It was common in soviet countries to stamp the price into an item like this, which would suggest the ring was made in Czechoslovakia between 1940-1980 or so.
5KC back then would be at least a hundred USD today, which seems about right for a ring like this.
Also, bunny slippers were invented sometime before 1920, it's not clear exactly when.
