This debate is a bit like the debates trying to find out whether people who claim to have communicated with god are telling the truth. We just may never know, and the efforts may be a pointless exercise.

For all intents and purposes, if something exists that is not naturally intelligent, and it emulates to perfection naturally occurring intelligence for an extended period of, say 80+ years, or the lifetime of a human being... the emulation is not a simulation.
