Of course, as you know, one of the main problems in all the countries down there is foreign political influence, which traditionally comes from the USA. The USA has destroyed democracies, removed and installed dictators, fomented coups, assassinated...
These days China is becoming more influential as well. Tearing a page from the USA's play book, they are lending massive amounts of money for infrastructure projects - which use their own products, labour and corporations to provide [whatever] - plus the interest, naturally! Works a treat!
You can see China playing this old game not only in latin america, but also around asia in general.
