Your impression is correct - the thermostat will kick on when it gets cooler. And my point is that if you're maintaining 16 degrees cooler in the bottom half of the tank, that warm-but-not-hot water will definitely kick the top thermostat on. And once it's on, the bottom shuts off.
The interlock is only there because both can't run at the same time or it would overload the circuit. So neither is in "control" of the other - the top one simply takes priority.
