A hot Take on "The right to reply":

As long as fedicitizens or (even worse) admins criticize that other services can index / query their posts in multiple ways, even when the instance blocks bad actors, then i think the fediverse is far away from implementing "The right to reply".
Controlling if someone can reply would be fine if the post is not federated, but even then Quotes can be done. Quotes should be understand as a proper link preview, since the only difference between a link to a post and a quote is, that a proper quote just has the link within a extension of the protocol but even that is not necessary then alternative or even official Clients will resolve links to posts anyway. Even some Mastodon Clients do exactly that.

I have a proper example of how things could go wrong: the Content Nation Drama. It shows perfectly how most of the fedicitizens do react about basic (obviously not very well known) behavior of instances:

I therefore consider the implementation of "The right to reply" as dangerous since it promises a false sense of security.
