If an API in the latest stable GNOME SDK, you can freely use it in third-party apps.
If an API is in the nightly SDK, but will be in a release before or with the next stable GNOME release, you can freely use it in core apps.
For a practical example: You can use AdwBanner in third-party apps without fear. You can use AdwNavigationSplitView and AdwBreakpoint in core apps without fear.
Third-party apps can still use newer APIs if they develop with the nightly SDK, but you will need to bundle the dependencies if you want to make an app release before the next GNOME release.
