Honestly my main misgiving is precisely that if everyone knows about it, it ceases to serve its main purpose.
I think there are much better ways to go about increasing women's safety in public, like estabishing procedures on what to do when someone specifically asks for help. In any case, asking for help is only ever the first step, no amount of asking for Anglelas is going to help if there isn't a proper follow-up.
