On June 13, 2024, an international non-governmental organization published evidence of Russian and pro-Russian forces using starvation as a method of warfare against Ukrainian civilians during their 85-day siege of Mariupol between February and May 2022. The report, entitled 'The Hope Left Us': Russia’s Siege, Starvation, and Capture of Mariupol City', found that Russian forces 'intended to starve civilians as a method of warfare' in the battle for Mariupol. Over the course of the offensive, pro-Russian forces attacked objects indispensable to the survival of the civilian population, including energy, water, food and distribution points, and healthcare infrastructure. Russian forces indiscriminately bombed food distribution points, medical facilities, and humanitarian corridors, while also impeding access to humanitarian aid and evacuation routes. The report concludes that the starvation of civilians in Mariupol City by Russian forces was intentionally used as a method of warfare. The siege resulted in power and gas outages, cutting off heating and drinking water, and forcing civilians to melt snow for water. Over 90% of healthcare facilities were damaged or destroyed, and residential homes and distribution points were also targeted. The report will be submitted to the International Criminal Court (ICC) to aid in the investigation and prosecution of atrocity crimes committed by Russian forces in Ukraine.
