It's not a purchase subsidy per se, but It appears that US Dept of Transportation provides a subsidy for commuters who use "non-motorized" bicycles. Non-motorized includes class 1 pedal-assist electronic bikes with a maximum speed of 20 mph and no throttle.
The subsidy is a whopping $20 per month as a *taxable* fringe benefit, requires proof of commuting, and submission of receipts for any bicycle commute-related costs, such as locks, gear, repairs, and maintenance.
