As for the games in the Tetris Forever handheld being better, I would not bet on it. Tetris Forever is putting all the emphasis on the "Bullet Proof Software" releases, so it's probably like Famicom Tetris and some Super Famicom release like Tetris Battle Gaiden (if lucky) or a dumb Bombliss or Hatris game (if unlucky).

It's just if someone wants to pay to replicate the experience of getting a new handheld with a legitimate licenced Tetris (I remember getting my Gameboy, with Tetris, in 1991, it's one of the earliest memories I have), then I think the Chromatic is gonna be the closest to that experience. If someone just wants a handheld to play good Tetris games, the Miyoo Mini, Miyoo Mini Plus or TrimUI Brick are cheap, play well, and will play up to PSX, and will cover Gameboy Tetris, Tetris NES, Tetris arcade, all the SNES Tetris, all the official PSX Tetris, and the unofficial PSX port of TGM1.

If you go up a tier of handheld (still probably cheaper than the Limited Run Collector Edition), you can add Tetris DS, the two Saturn Tetris and TGM2. Even some of the cheaper devices might be able to do it now, I just learned about the BATLEXP G350.
