it's only when they don't have any guns because their system is fucked up that you can - or more exactly, have to do this
this is happening in real time right now in south africa, there are areas where the afrikaaners have established their own government, through a private security company, because the government was letting these gangs of thugs run wild, they tried to ban guns but because of how corrupt the "official" south african government is, they couldn't push it through and now in some parts many people are openly carrying weapons and no thieves come to rob anymore (they were stealing copper, for one thing)
with the way that the elections have been cheated in both USA and also in brazil, it is becoming obvious that this is something that is going to happen in a lot more places in the near future as the corruption continues to get worse and worse
