I think Kretinsky might claim that his existing investments in the UK are within the UK. It's no secret that the cost of running parcels is providing the Universal Service.
If as part of this they can renew the local service of direct post delivery which isn't just about getting letters and spam but a human social network. It should probably be partly financed that way.
