I paid for my copy, which meant calling Microsoft, who will forward you to one of their authorized resellers. The hard part is finding an authorized, licensed seller who will sell fewer copies, as normally they're purchased in bulk. In my case, I found one willing to sell copies in small bulks for small businesses, but I still had to buy more than one copy (I gave some to family).
There are, technically, download Windows 11 directly from Microsoft. For example, the OEM copy can be downloaded directly from Microsoft. After downloading this, rename it, by cutting everything off after DOT ISO. Then use Rufus to burn that ISO to USB (I recall using Rufus to also remove a few hardware limits).
