It's probably just so they don't have to hire a mod team, that's why I've always assumed Telegram has this problem. The content is all hidden in niche rooms anyway so typically no one is going to fuss.
It's actually easier for everyone if you just don't bother moderating... until the law finally gets involved, that is.
Discord is probably the most free speech big tech platform for similar reasons. They don't moderate proactively, only reactively, and inconsistently even then.
