Yup that's correct, any time you wanna podping you hit that link.
What I'm not sure about is how well it works for live notifications for going live in supporting apps.
Typically, I use Sovereign Feeds, the IRC chat, or Podverse Admin podping to push thru a "hey this feed is now going live" podping rather than a "hey this feed has changed (due to new episode)". What I'm getting at is if you fail to see going live notifications try a live podping.
