There is such an obvious inconsistency between trickle *down* and *rising* tide that I am endlessly surprised anyone gets away with combining these metaphors.
*Rising tide* is actually a very good metaphor for the economics of redistributive taxation, since the beneficiaries will spend a greater proportion (often >100%) of their income thereby creating growth.
