And there is merit in asking if Russia's nuclear arsenal has been appropriately maintained. They supposedly maintain 5k nukes with the same budget as UK maintains a few hundred. And that's before corruption. Nukes would be a very, very tempting target for corruption, since by the time someone starts asking why the nukes aren't working, the answer doesn't really matter.
Don't get me wrong, I'd prefer not to test how many working nukes Russia has, but my own wild, completely unfounded ass-umption is that they have a few hundred working nukes. The rest will fail to launch, fail to detonate, detonate before target or detonate with a much lower yield than designed.
