The UK was at one point, with a few exceptions here and there. I don't know if Murica can claim the same though, as both the invaders and native invaded were white over the pond. As it wasn't a total extermination of non whites during the colonisation, they were allowed in from the start so it was never exclusively a white country from my understanding. The noble savage myth and white guilt just built up from there imo.
