International standards for censorship still is international censorship.
Maybe I just don't get what you mean. But this is how I understand your wish.
The only international law on freedom of speech I'm in favor of is "thoughts, speech and written words are free and can't be challenged by law".
When someone says disgusting things, people will notice and for example block him. With this in mind, freedom of speech comes with the benefit of knowing who to embrace and who to avoid very easily.
(Of cause standing next to someone, screaming, following and harassing him is not just speech anymore...)
