Turns out the entire system assumed a Perl-specific \x{f8}, so when we would read in the file, we'd do $json->decode($stuff), it had no \x{f8} to decode and worked fine, but only if you read the file in raw mode. Otherwise, you have to turn on the utf8 layer on the input filehandle.
