That data is absolutely unnecessary.
Out of band anyone can present a transaction that pays the right mixing fee (which is overpriced) and with the right sized outputs. Then, Samourai can mark them as new UTXOs.
Every time a mix happens they unmark every input and mark outputs as remixers. It’s that easy and there is no loss of privacy.
