If I were a smartass lawyer with time to burn who wanted to get revenge against Trump because I disliked him or this policy I know what I would be doing right now.

If I were a lawyer at a health insurance company I'd be eyeballing this massive money saver as the ticket to my next raise.

It isn't about what Trump or the supporters of this think it means. All it takes is one eagle eyed lawyer who finds it in his self interest to take it on. Personally I think the law is poorly written and circumcision is clearly included in that wording by any reasonable reading.
