Police body cameras should be turned on at the beginning of ashift and not turned off until the end. (Excepting bathroom breaks). In addition any time an item is removed from the officer's belt (gun, baton, pepper spray, handcuffs, narcan) the camera should go into a high speed, high definition mode until all items are returned to the belt.
This is both to protect the public, but also to gather evidence for any criminal proceeding. And even to protect the officer from accusations of wrongdoing.
