IMO this has to be a layer 1 exploit... if it's not crisis actors. I struggle to imagine the observed explosion not being caused by an actual explosive device, which AFAIK are not common components of pagers.
This is why I do not carry a cell phone or other electronic device in my pocket: I like my balls.
