No, we are still between step 1 and 2. What the flow chart shows is hardly ever done in reality. Instead, before Parliament or Council adopt a first reading position, they both adopt a mandate to enter into “informal” negotiations (aka trilogues) to then magically decide to adopt exactly the same text in Parliament and Council’s first reading depicted as step 5 and 6. This is called a first reading agreement or trilogue agreement.
