Colorado can end DST tomorrow if so desired. But we can't have DST year around, which is what the law that was put in place says.
The Uniform Time Act of 1966, which established that states can only opt out of observing DST by staying on standard time year-round. For a state to observe DST permanently, it would require a change in federal law.
More do-nothing legalization designed to appeal to dumb people. You want more daylight in the summer? Then wake up earlier.
