I don't have a top 3, but here are 3 movies I like that I think are underrated:
1. Ghost Dog
2. Le Dîner de Cons
3. Nobody's Children (1994), mainly for the real footage it contains of Romanian orphanages in the 1980/90s. They don't make 'em like that anymore.
