There actually is no global state to Nostr because nodes don't all have edges to other nodes and definitely not all other nodes. Unlike Bitcoin, Nostr nodes retain usefulness within isolation.
What Nostr has is eventually-consistency between networks of nodes, on a theoretically unlimited timeline, through the possibility of negentropy.
