Flick 🇬🇧 (npub1uxm…ujtm) Because you're viewing it as taking money out of the hands of taxpayers. It's the joining of two separate things in your head. If someone buys a phone with money that the government has given them as a benefit, it's a similar thing. You join them together in your head but they are separate things. One is the government giving a benefit (at the cost of the tax payer) the other is a personal decision by an individual about where to put their money.
