Event 1065 was created to be a header for 1064. Same idea as Nip-94 but they suggested not using it to avoid mixing the features. it's still open whether it's going to be a separate event or we're going to use NIP-94.
But it is an event to be able to disseminate the data without having to overload the network by transmitting raw data countless times. 1064 is only sent if the event is specifically requested, it is not returned in common queries
