Artix works like this, they have their own repo which has far less packages than arch but those are tweaked for it.
You can add official arch repos and artix will always check if a package is available in the artix repo first, if not it will go for the arch version.
As far as I know, but I might be wrong I have to ask a friend who daily drive it, it's built so that it doesn't install systemd stuff.
