Theft at conventions is common. People steal tabletop displays, cardboard cutouts, signage, pens meant for the raffle signup sheet, etc. Anything that isn't bolted down can and has been swiped. There is always some security but it doesn't matter. It's chaos on the con floor and it's impossible to keep track of what every guest is doing. Only takes 1 bad apple and in a crowd of thousands, you're going to have a few bad apples.

It's also impossible to have 24/7 security on every area. Conventions are notorious at losing money because it's a really difficult business model. You get what you pay for for security, and there will ultimately be off-limit areas that any determined individual could get to.
