In theory the US doesn't either. In practice it is. We aren't far off.
One of the most revealing things Harper expressed was his desire to make his party the natural ruling party of Canada. Chilling when combined with his use of underhanded/illegal tactics, his autocratic behavior, his monarchy fetish, and his creepy photo gallery in parliament. A one party system with the illusion of choice was what I thought he was working towards.
