Anyway Imperium spends more effort on fighting separatists and controlling population that on fighting any other enemies lol. Like In Ravenor Trilogy they teleport into the middle of such a war of secession and unfortunately the Empire always wins and the wars are incredibly bloody... Unless they are in the dark pockets of space where entire civilizations can raise and fall without Empire knowing. Like the Tau. Also being a pirate is a natural choice for rebels.
