Faced with huge IT shortages after many left due to Putin's war, Russian companies refuse to raise salaries for IT employees, according to a study by hh.ru.
Only 11% are ready to increase salaries for all IT employees, and 15% did so individually.
I suppose Russian employers feel like they have a captive labor force at this point...
